Round Two: Low-income workers in Massachusetts will receive $500 this month (2023)

SPRINGFIELD, Massachusetts (WWLP) – Eligible Massachusetts residents will receive a check for $500 beginning Monday, June 6 through the second round of the COVID-19 Essential Employee Premium Payment Program. However, there are some parameters that may disqualify you from receiving a check.

An estimated 330,000 Massachusetts residents are eligible to receive a $500 payment in June. The funds come from the COVID-19 Essential Employee Premium Payment program, which is where thefirst rounds of payments came fromwhat's more. Approximately 480,000 low-income workers received their first $500 paycheck in March.

As for who is eligible for the second round of payments, the most important factor is that if you received the first round of payments, you will not be eligible for the second round. The parameters are very similar to the first round, but reflect annual changes in the minimum wage and the federal poverty level.

Eligibility will be based on your 2021 Massachusetts tax returns. Residents are eligible for payments if their 2021 income is at least $13,500 and their total income places them at or below 300% of the federal poverty level. For a single-income resident, that would be a maximum of $38,640.

As with the first round, low-income workers who received unemployment benefits in 2021 will not be eligible for the second round of payments. Neither do executive branch employees who received a one-time COVID-related payment from the state as their employer.

You must have:

  • Filed a 2021 income tax return;
  • You were a resident of Massachusetts until June 15, 2021 or a half-year resident who lived in Massachusetts between January 1, 2021 and June 15, 2021;
  • Earned income of at least $13,500 in 2021; Y
  • Had a total household income at or below 300% of the federal poverty level in 2021 (see chart below).

And you must NOT have:

  • He received a payment of $500 in the first round of this program; EITHER
  • Received any unemployment benefits in 2021; EITHER
  • If you are an employee of the Executive Branch of the Commonwealth, you have received a one-time COVID-related payment from the Commonwealth as your employer.

All eligible individuals will automatically receive a check in the mail.If you do not receive a check, you may be eligible for a future round of prize payments.

Based on 2021 Massachusetts tax returns, individuals will be eligible for a $500 payment if their earned income is at least $13,500 and their total income brings them below 300% of the federal poverty level.

Individuals will not be eligible for a second round of payments if they received a payment in the first round of the program, received unemployment insurance in 2021, or received a one-time COVID-related payment from the state as their employer.

$13,500 is equal to working 20 hours a week for 50 weeks at minimum wage beginning in 2021 ($13.50). The federal poverty level is set by the federal government and increases with family size. For example, the maximum total income for a single claimant with no dependents will be $38,640; a resident filing her return with a spouse and two dependents, or no spouse and three dependents, may be eligible with a household income of up to $79,500. Married taxpayers may be eligible as long as each qualifies independently.

HOW PAYMENTS WORK

Q. Do I need to take any action to receive this payment?

Do not do. If you are eligible to receive a payment from this program, you will automatically receive your payment in the form of a check mailed to you.

Q. How many rounds of the premium payment program will there be?

The first round of payments was based on 2020 performance. The second round of payments was based on 2021 performance. After the second round, the program will be evaluated for any additional rounds.

Q. Will premium payments be treated as taxable income?

Under current law, prize payments will not be subject to state income tax, but may be subject to federal income tax. Anyone who receives a premium payment will later receive a Form 1099-G from the Department of Revenue.

Q. What does three times the federal poverty level mean?

The US Department of Health and Human Services creates a table each year as a guide for measuring the “poverty line”; income below this level implies that a household lives in poverty. The poverty level increases for households with more people living in them. This table is used by states and the federal government to define eligibility for various programs, including this program, often using a multiple of the Federal Poverty Level to define a uniform cutoff for low- and middle-income families.

For families with more than 8 members, add $13,620 for each additional member to calculate 300% FPL.

Q. My wife works part-time and we present together. Are we both eligible to receive a payment?

Each spouse must be independently eligible for the spouse to receive a payment. In other words, each spouse must 1) be a resident before June 15, 2021; 2) have employment income in 2021 of at least $13,500; and 3) did not receive a first-round payment, 2021 unemployment insurance, or COVID-related one-time payment from the state as an employee of the Executive Branch. Also, your and your spouse's total income (federal adjusted gross income) cannot exceed 300% of the federal poverty level ($52,260 for a family of two or more if you claim other dependents on your taxes) .

Therefore, neither spouse, or only one spouse, or both spouses may be eligible for a payment.
