role description
Under general supervision, protective workers perform professional investigative, case management, and case management services in the Family & Children's Services program. These include activities related to: children, youth and family engagement; safety and risk assessment; case planning and delivery of services; and transition of children and families to suitable, lasting and stable living conditions.
ESSENTIAL DUTIES AND OBLIGATIONS
In accordance with Rule 109 of the Civil Service Commission, the duties listed below are representative of the range of duties for this job class and are not intended to constitute an exhaustive list.
- Collaborate with families, communities and service providers to build a supportive team to meet the safety, health and wellbeing needs of children, young people and families.
- Research into safety, well-being, family relationships and natural support through interviews, site visits and timely collection of accompanying information.
- Perform comprehensive security, risk and protection assessments using proven assessment tools. To take appropriate measures to ensure the safety of children, including promoting family strengths, reducing security threats and/or removing children from the home.
- maintenance of case information in current computerized case management systems. Collaborate with families and stakeholders to develop behavioral case plans based on the assessment that meet the needs of the family and adhere to relevant laws, rules and regulations.
- To help families access a wide range of services and supports and enable them to use their strengths to implement the provisions of a case plan.
- Advise and educate youth, families, caregivers and community partners about the child welfare process, legal requirements and department policies and procedures through oral and written communication to provide families with necessary and appropriate information.
- Building community partnerships through relationship building and education of community organizations about family and children's services.
- Stay abreast of the latest policies, initiatives, and best practices by attending courses, reading literature reviews, accessing various online child welfare resources, and participating in working groups and site teams to contribute to policy development.
- Ensure all assigned cases meet compliance standards and schedule work accordingly.
- Testifying in court and complying with court protocol in accordance with legal requirements.
- Ensuring the well-being of children placed in institutions by identifying homes that meet children's needs and closely monitoring their placement, and providing support to caregivers to ensure children attend mandatory parenting, medical and dental appointments to comply to comply with county and state procedures, rules and regulations.
- Prepare written correspondence, electronic records and court reports by maintaining clear and timely well-documented records in accordance with regulatory procedures.
How to qualify
1.Education
A. Possession of a master's degree in social work from a school accredited by the Council on Social Work Education (CSWE);
OR
B. Possession of a master's degree from a two (2) year counseling program from an accredited college or university. (Qualifying master's degrees in counseling include marriage and family therapy, clinical counseling, mental health counseling, addiction counseling, and counseling psychology, which included a supervised practicum placement as part of the curriculum).
AND
2.Experience
A. Satisfactory completion of two semesters of graduate internship that included providing direct service to families or children in one of the following or closely related fields: child welfare, family counseling, youth supervision, child social work, youth alcohol and drug counseling, or school social work;
OR
B. Six (6) months of post-baccalaureate work experience that included providing direct services to families or children in one of the areas previously described.
AND
3.License:Possession of a valid California Class C driver's license and a clear Motor Vehicle Registry (MVR).
Note:Applicants who receive their master's degree at the end of the current semester/quarter may submit a written application for admission to the eligibility list until they receive their master's degree; For these applicants, recommendation for appointment is subject to verification of required education and experience.

LICENSE, CERTIFICATION AND SPECIAL CONDITIONS:
Some Class 2940 Protective Services Worker positions may require bilingual skills depending on the department's bilingual needs. Only suitable applicants who pass the bilingual proficiency test will be considered for bilingual positions. Applicants must indicate the language(s) they claim to speak on the application form.
SPECIAL REQUIREMENTS:
The essential duties of this position require incumbents to: drive, usually outside of the City of San Francisco; getting on and off vehicles, climbing stairs, making house calls; Lift objects weighing up to 40 pounds; Established positions may be required to work after normal business hours to respond to emergency shifts that may occur at night and on weekends, including after hours shifts.
Note: A current copy of driver's license and a current motor vehicle record (MVR) must be presented before the appointment. Applicants must have a good driver's license, defined as not having had a driver's license suspended, revoked or tested for reasons affecting the safe operation of a motor vehicle in the past three (3) years. Violations are reviewed on an individual basis and may result in non-selection or disciplinary action if applied.

SELECTION PROCESS
After submitting the application, candidates deemed qualified must complete all of the following steps to advance in this selection process, which include:
Written exam – multiple choice (100%):
Candidates will be exposed to a written multiple choice test designed to measure knowledge, skills and/or abilities in work-related areas which may include, but are not limited to: skills and abilities, intervention techniques for children, families and to assess , diagnose and use children for adult-related problems; knowledge of methods and practices in social work; theories of human behavior and group dynamics; interrogation, investigation and intervention techniques; child development, aging, parenting skills, youth, substance abuse, family violence; Causes and treatment of child abuse, family dynamics, death and dying; crisis intervention; and mental health/illness; needs and problems of children, families and adults from different socio-economic and cultural backgrounds; community resources and community organizations; policies and procedures relating to the provision of social services; investigative techniques, reporting requirements and litigation related to social services; laws, rules and regulations governing the operation of public social services; therapeutic modalities and pharmacology.
To continue the selection process, the written multiple choice exam must be passed. Candidates who pass the examination will be selected in order of their written examination results.
Supplementary Minimum Qualifications Questionnaire (MQSQ):Candidates are required to complete an MQSQ as part of applying for a position. This MQSQ is designed to obtain specific information about an applicant's experience against the minimum qualifications (MQ) for the post in question. The MQSQ is used to assess whether the applicant has the required minimum qualifications.
